The federally driven transportation planning process requires three main documents, each of which is described and linked below.
Unified Planning Work Program (UPWP)
The UPWP is a contractual agreement that outlines transportation planning activities to be undertaken by the Commission with funding from federal and state agencies for the federal fiscal year (October 1 through September 30) It describes the activities to be performed by MVC staff for the Island transportation system such as data collection, studies, mapping, etc. It is produced annually.
FFY 2025 Unified Planning Work Program (UPWP) Draft
The Martha's Vineyard Metropolitan Planning Organization (MPO) released the draft FFY 2025 United Planning Work Program (UPWP) on May 23, 2024 at the Martha's Vineyard Joint Transportation Committee (JTC) meeting for public comment. The public comment period will end on June 13, 2024 at 5:00 p.m. Copies are available for download here, and paper copies can be made available upon request. Transportation Improvement Program (TIP)
The TIP is the short-range program of transportation projects or programs to be implemented in the next four years (based on the federal fiscal year of October 1 to September 30). It is similar to a local Capital Improvement Program in that it specifies the transportation projects to be advertised for construction and bus purchases or services to be carried out in the next year within the estimated federal and state funds for the Martha’s Vineyard region. All transportation projects funded by federal and state agencies must be included. The list is constrained by available funding sources and must satisfy air quality conformity guidelines.
Transportation Improvement Program for FFY 2025-2029
In accordance with the Public Participation Process developed by the Martha’s Vineyard Metropolitan Planning Organization (MPO), and The Martha’s Vineyard Joint Transportation Committee (JTC), the FFY 2025-2029 Transportation Improvement Program (TIP) is available for public review.

Regional Transportation Plan (RTP)
Updated every four years, the RTP, or long-range transportation plan, sets the vision for the regional transportation system through a look at the existing inventory and operations, setting goals and strategies, and then working within the estimated funding to establish priorities for the Island transportation system improvements. It looks 20 years ahead and frames long and short-term strategies that will result in the development of an integrated multimodal regional transportation system. By analyzing the existing and future conditions of the region's transportation system, the Plan identifies needs, recommends further study and suggests for possible solutions. The previous version was completed in 2019,and the current version was approved in August 2023.
Public Participation Plan (PPP) The PPP provides an overview of the Martha's Vineyard transportation planning process, participants, certification documents, and how a person can participate.
Federal Fiscal Year Obligations
The Martha's Vineyard Joint Transportation Committee (JTC) has made the Federal Fiscal Year (FFY) 2024 Annual Listing of Obligated Projects available for public review.
